Mr Grossi said that the he has tried for months to craft an agreement to reduce the risk of a catastrophic nuclear accident from military activity like shelling at Europe’s biggest nuclear power plant. “However, this has probably been undermined by uncommitted forces instead being sent to fill gaps in the front line around Bakhmut,” the ministry said. It added that, operationally, Russian commanders are “likely attempting to generate reserve forces and position them where they believe a Ukrainian counter-attack will occur”.

Earlier this month, an oil refinery in Krasnodar was attacked by drones on two consecutive days. Drone attacks against Russian regions on the border with Ukraine have been a regular occurrence since the start of Russia’s full-scale invasion of Ukraine in February last year, with attacks stepping up last month. "Wagner assault groups continue to conduct the main advance through the centre of town while Russian airborne forces have relieved some Wagner units securing the northern and southern flanks of the operation," the British military said on Twitter. Military analysts have said that seizing Bakhmut would have public relations and tactical military value for Moscow but was unlikely to prove decisive in the war's outcome. The Russian Defence Ministry also noted the stepped-up fighting in western parts of the city on Friday. Russian forces have stepped up artillery bombardment and air strikes on the devastated Ukrainian city. In February, Russian soldiers started to speak out against the suicidal drives of Wagner Group's mercenary forces, pushing forward in human waves under heavy artillery fire in scenes reminiscent of the Somme.

Yet from Moscow there was no apology, only accusations that Kyiv was responsible for the outrage. In 2017, an 80-strong SBS team was deployed with US, French and Italian forces to deny ISIS any opportunity to establish a base in Libya after ‘hundreds’ were pouring in after defeats in Raqqa and Mosul. In April 2019, an SAS unit had to be  evacuated out of Tripoli and Tobruk after an eruption of violence. Open source analysis of social media footage of Russian military moves have shown significant proportions of the 1st Guards Tank Army, the 41st Combined Arms Army and 58th Combined Arms Army taking up position within striking distance of Ukraine.  In Georgia in 2008, Russian forces made an elaborate show of seizing US-made Humvees, but largely held back from more than a handful of airstrikes into the main territory of Georgia. This time, however, Russia might well choose to take the chance to seriously degrade Ukraine’s military, particularly new capabilities that worry it such as Turkish drones and new naval establishments along the Black Sea coast.
Vladimir Putin accused Ukraine of “terrorist activity” after Moscow was hit with a drone attack for the first time since the war in the besieged country began.
