Meghalaya's Insurgency

On September 11, UN High Commissioner for Human Rights Zeid Ra’ad al-Hussein highlighted the killing of Lankesh as a journalist who addressed the corrosive effect of sectarianism and hatred. On September 13, Akhil Gogoi, an RTI activist and president of the anticorruption organization Krishak Mukti Sangram Samiti, was arrested in Assam on charges of sedition a day after he gave a speech criticizing various policies of the ruling Bharatiya Janata Party . In 2008, Maoists controlled 223 of 640 Indian districts, an area also known as the  ‘red corridor’, which amounted to about 40% of India’s landmass . In 2009, the Indian government launched ‘Operation Green Hunt’, a large military operation which led to the number of districts controlled by the Maoists shrinking to 106 districts across 10 states in 2015 . Today the family are renting a spacious flat in central Quito, with a big beige sofa and swept wood floors. A big TV is mounted on the wall behind him, and one of his children brings in sweet tea and fruits. His wife and six of his children are with him, awaiting a decision from the migration authorities on their asylum case.
The 1976 death of Communist Party Chairman Mao Zedong led to changes in China’s foreign policy, and the country ended its official support to Indian rebels. The most virulent insurgencies have been in Manipur, Nagaland, Assam, Mizoram, and Tripura. The origins of the various rebel bands have been different, as are their aims, varying from the ethnoreligious Christian agenda of the Nagas and Mizos to the Marxist ideology of several groups in Manipur.

Through the HALC, theHynniewtreps were represented by present-day Khasis and Jaintias; and they allied with the Achiks in their common struggle against theDhkars. However, this unity did not last long due to several conflicts of interests between Khasis and Jaintias on one hand, and the Garos on the other. Finally, the HALC split into the Achik Matgrik Liberation Army and the Hynniewtrep National Liberation Council formed of the joint Systeng-Khasi alliance. The HNLC and the ANVC continued to clash because  each had conflicting objectives on how to constitute Meghalaya.
The Public Safety Act, which applies only in the state of Jammu and Kashmir permits state authorities to detain persons without charge or judicial review for up to two years without visitation from family members. Authorities allowed detainees access to a lawyer during interrogation, but police in the state of Jammu and Kashmir allegedly routinely employed arbitrary detention and denied detainees access to lawyers and medical attention. On July 18, a 19-year-old lower-caste man reportedly committed suicide at Engadiyur in Kerala’s Thrissur District a day after he was released from police custody for not having proper motor vehicle registration papers. His father and friends alleged instead that he died from injuries sustained from police brutality while in custody, and a postmortem report confirmed he had injuries consistent with torture. Based on the complaint by the victim’s father, a case was filed against several police officers under the Criminal Procedure Code and the Scheduled Caste/Scheduled Tribes Prevention of Atrocities Act. Two police officers were suspended for the death, and the case was transferred to the Crime Bureau for further investigation.

In Meghalaya and other Northeast India states, the insurgents regularly flex their influence muscle by declaring a “bandh,” a shutdown. Violence against civilians also accounted for 20%, reflecting a continuation of the frequent killings of alleged police informers by Maoists. Remote violence accounted for 19%, bomb blasts that targeted primarily Indian security forces. Damage of property, e.g. of mobile towers and railway tracks, accounted for another 9% of events . Saleng SangmaDespite the warning, Saleng Sangma refused to back the chief minister, Mukul Sangma. Two weeks after the demands and threats began, Saleng Sangma was kidnapped by unidentified militants.
When asked, the former chief minister said that there is no reason why there should not be a political will to withdraw the AFSPA from the region. He added that on number of occasions, the then state government during the internal security meeting convened by the Government of India, have always shared its concerns, experiences and also strategies in respect of dealing with the problem of law & order related to insurgency and terrorism. Four white Indian lionesses were killed in January crossing a rail line in central India, an event that was widely reported. Northeast India consists of seven states, also known as the Seven Sister States. The area is connected to the rest of India through a narrow land-corridor only, sharing large borders with Bangladesh, Bhutan, China, and Myanmar. This year, at least 24 organised militant groups were actively involved in 158 violent events in the area .
The government has made efforts to address insurgency issues through peace talks and development initiatives. Development in the whole northeastern state needed to address the root cause of insurgency and ensure lasting peace and stability in the region. Mizoram is a landlocked northeastern region of our country that shares 722 km long international border with Myanmar and Bangladesh while in the north it is surrounded by Manipur, Assam, and Tripura. Manipur is located south of Nagaland with its eastern boundary contagious with Myanmar and prior to independence, it enjoyed higher degree of autonomy under Manipur Maharaja.

Even as the debate about what makes for adequate representation goes on Nepram's group plods on with creating its proposal for the next NCERT meet, which may take place in 2015. "It's not a difficult task as we don't have to begin from scratch. There are quite a few good books only on the history of the region and along with the historians, we have to figure out what is important enough from each state to be given a national platform, " she says. Like so many other youth from the region Nepram went to college in the capital in the 1990s. During periods of civil unrest in the state of Jammu and Kashmir, authorities used the law to ban public assemblies or impose curfews. In the central and eastern areas, armed conflicts between Maoist insurgents and government security forces over land and mineral resources in tribal forest areas continued. According to the South Asian Terrorism Portal’s existing conflict map, Maoist-affected states included Madhya Pradesh, Maharashtra, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Telangana, Odisha, Chhattisgarh, Jharkhand, West Bengal, Bihar, Uttar Pradesh, and Assam.

Media reports, NGOs, and activists reported links between contractors, militant groups, and security forces in infrastructure projects, narcotics trafficking, and timber smuggling in the northeastern states. These reports alleged ties among politicians, bureaucrats, security personnel, and insurgent groups. In Manipur and Nagaland, allegations of bribes paid to secure state government jobs were prevalent, especially in police and education departments. The 29 states and seven union territories have primary responsibility for maintaining law and order, with policy oversight from the central government. The Ministry of Home Affairs controls most paramilitary forces, the internal intelligence bureaus, and national law enforcement agencies, and provides training for senior officials from state police forces.

With the Assembly elections due early this year, the northeastern state of Meghalaya is set to be a tough battleground for political parties in the region.
